Passport: Digilocker for passport: Why there’s no rule change and it’s not mandatory

There have been media reports claiming that starting August 5, a new passport rule has come into effect. As per the rule, it has become mandatory to link for passport applicants to complete the DigiLocker process starting August 5. However, the same is not true. The government has not made it compulsory to upload documents via Digilocker while applying for a passport online.
What is the Digilocker requirement for passport
The government has integrated Digilocker with Passport Seva Kendras. In August 2022, the minister of State for External Affairs V Muraleedharan had launched a new scheme by which an applicant can use the DigiLocker platform while applying for a passport from anywhere in India. With the launch of this new scheme, applicants applying for passport services can provide links to their specific documents uploaded in the DigiLocker. “The aim is to enable citizens to submit various documents required for Passport Services through DigiLocker in a paperless mode. They are not required to carry the original documents,” said the ministry of external affairs in a release. This means that passport applicants who upload their documents via Digilocker are no longer need to carry their original documents if they have already been uploaded through DigiLocker.
“Further, once passports are also uploaded in DigiLocker, details would be easily accessible to authorized users from any location, which would be useful especially in case of loss of passport,” the statement added.
Also, the regional passport offices of several cities like Pune, Panaji and Patna have urged the passport applicants to use the Digilocker platform and not make it compulsory. “In a move towards enhancing the ease of the passport application process, Regional Passport Office, Panaji, has urged all applicants to utilize the “DigiLocker” facility for uploading essential supporting documents during the online application submission at www.passportindia.gov.in. This initiative aims to streamline and expedite the overall processing time, providing a seamless verification experience of documents at Passport Seva Kendras (PSKs) and Post Office Passport Seva Kendras (POPSKs),” PIB Mumbai said in a release in July this year. Similar notifications have been issued by other regional passport offices as well.
Also, as part of the recent enhancements, the Ministry of External Affairs now accepts the ‘Aadhaar document’ through DigiLocker as a valid proof of address and date of birth during the online application submission. Applicants who submit “Aadhaar” as one of their documents for proof of Address/DoB are advised to complete the “DigiLocker upload” process in the portal.
